The Freenet Project has worked since 2000 to develop a peer-to-peer (P2P)

file sharing software that would make it impossible to censor material,
using encryption to prevent outsiders from tracking who sends what data t
o
whom or from identifying the author of any content. Every Freenet
participant hosts encrypted data for both themselves and other participan
ts.
This allows a host to repudiate possession of illegal materials, since th
e
data is encrypted and requested data cannot be distinguished from data ot
her
participants cached on a host. However, this system can fail for larger
files. A host who takes hours to download a large file can delete that fi
le
and download it again almost instantly, since Freenet remembers that
encrypted chunks of the file are locally cached. The short download time
would allow an investigator to determine whether a host requested certain

files or is merely holding them for others. The Freenet Project plans to
fix
this behavior in its next release.
